From Hanoi Railway Station or the Bus Station with Hanoi Tourist Taxi (calling number +84 243 3984666). Rate: approximately VND 70,000 (roughly US$3.00). Don’t take other taxi companies to avoid any scams. Journey time: 15 minutes.
